  is the rotate view tool missing? it should be on the toolbar with the hand tool.
  if it is missing, chances are that hardware acceleration is not enabled in photoshop. (check edit>preferences>performance…

  nah the tool is there, i can click on it but i just get a little black circle.  in the preferences it says “graphics hardware acceleration unavailable.”  honestly i think it might just be my graphics card.  i use a 5 year old gateway (obsolete anyone???) with an intel centrino processor for art, so i can imagine the graphics card was never that good to begin with.  i’m thinking i might downgrade to cs4 and see if that makes a difference.  i tried resetting the preferences like you suggested and nothing happened, so presumably the preferences never changed to begin with.  thanks for the suggestions though!!
